By BuPers Circular Letter 162-43, distribution is to be effected to allow all hands easy access to each issue. All original material herein may be reprinted as desired. Format 7-1/2″ x 10-1/2″ with an average of 72 – 80 pages. The Bureau of Naval Personnel Information Bulletin is renamed “All Hands” starting with the June 1945 issue.
