The Cover – At a signal from the Control Center that a simulated air raid was in progress, the Plant’s alarm system sent to their stations 14 plane and fire observers (one of them Lee Charters, whose picture appears on the cover), 174 fire watchers, and 188 post wardens. Simultaneously, a squad of telephone operators rushed to man the Control Center telephone board, where in an actual emergency they would receive reports from observers and wardens throughout the Plant and pass them on to the Chief and the heads of his Staff, who in turn would order help to be sent where it was needed. …….
