This is a 1939 special edition (Sondernummer) of the Illustrierter Beobachter — the illustrated magazine of the German Party — titled “Englands Schuld” (“England’s Guilt”).
It is a piece of German propaganda designed to justify Germany’s war against Britain by portraying England as a corrupt, Jewish-controlled imperial power responsible for centuries of colonial atrocities. The publication combines inflammatory illustrations, antisemitic articles, maps of the British Empire, and selectively framed historical examples (Ireland, India, Palestine, the Boer War) to argue that Britain — not Germany — was the true aggressor and oppressor of peoples worldwide. It features a foreword signed by Ribbentrop and quotes from Hitler.
